
<p>Amidst active monsoon conditions in Himachal Pradesh, the India Meteorological Department (IMD) has issued an orange alert, warning of heavy to very heavy rainfall in six districts: Una, Bilaspur, Hamirpur, Kangra, Solan, and Sirmaur. A yellow alert has also been issued for four other districts—Chamba, Kullu, Mandi, and Shimla—in anticipation of heavy rainfall.</p>



<h2 class="wp-block-heading">Flood-like Situation in Solan</h2>



<p>Heavy rainfall has been recorded in several areas, including Shimla, over the past 24 hours. In Solan district, incessant rain has created flood-like conditions, increasing the risk of waterlogging and landslides in low-lying areas. Palampur recorded 66.5 mm of rainfall, while Kasauli received 48 mm and Manali 25 mm.</p>



<h2 class="wp-block-heading">IMD Warning and Advice</h2>



<p>The IMD forecasts light to moderate rainfall with heavy spells in some areas of Himachal Pradesh over the next few days. The intensity of rainfall is expected to increase, particularly today and on 30 June. The IMD advises people to stay away from rivers, streams, and landslide-prone areas. Local authorities have also been instructed to remain vigilant in view of the flood and landslide threat.</p>



<h2 class="wp-block-heading">Administration and Relief Efforts</h2>



<p>Himachal Pradesh Chief Minister Sukhvinder Sukhu has instructed all Deputy Commissioners to remain alert and prepared for disaster management. Relief and rescue operations have been intensified following recent cloudbursts in Kullu and Kangra. NDRF and SDRF teams are active in the affected areas.</p>



<h2 class="wp-block-heading">Transportation Affected</h2>



<p>Heavy rainfall has resulted in the closure of 53 roads in the state, with Kullu district reporting the highest number at 23, followed by Mandi with 16. Landslides on the Kalka-Shimla railway line caused a three-hour delay in train services. The meteorological department has urged people to exercise caution and follow official warnings to prevent any untoward incidents.</p>

<p><strong>Monsoon Updates:</strong> This year, the southwest monsoon arrived eight days early and covered the entire country nine days ahead of schedule. The normal date for the monsoon to cover the entire country is 8 July. Due to the early arrival of the monsoon, India recorded 7% more rainfall in June, the highest in the last four years. Farmers have also benefited from the monsoon&#8217;s grace. This year, the Kharif sowing has increased by 1.3 million hectares compared to last year. However, rainfall remains below normal in several areas.</p>



<h2 class="wp-block-heading">136% More Rainfall in Rajasthan, 42% in Madhya Pradesh</h2>



<p>According to the Indian Meteorological Department (IMD) data, 11 states, including Rajasthan, Gujarat, and Madhya Pradesh, recorded above-normal rainfall in June. Ladakh experienced 305% more rainfall than normal, while Rajasthan saw 136% more. Twelve states, including Jammu and Kashmir, Karnataka, Maharashtra, and West Bengal, recorded normal rainfall. However, some eastern and northeastern states, including the capital Delhi, Chhattisgarh, Bihar, Andhra Pradesh, and Telangana, are still awaiting good rainfall.</p>



<h2 class="wp-block-heading">Heavy Rainfall Predicted for Several States in the Next Two Weeks</h2>



<p>According to the IMD, three weather systems from the Bay of Bengal and the Arabian Sea are boosting monsoon activities in eastern, western, and central India. This is likely to cause heavy to very heavy rainfall in many parts of central and eastern India, including Rajasthan, Uttar Pradesh, Himachal Pradesh, Madhya Pradesh, Chhattisgarh, Odisha, Jharkhand, and West Bengal, over the next two weeks.</p>



<h2 class="wp-block-heading">1.3 Million Hectares Increase in Sowing</h2>



<p>The early arrival of the monsoon has also increased the area under Kharif crop sowing. By 20 June, Kharif sowing had been completed in 137.84 lakh hectares, which is 13 lakh hectares more than last year. Last year, sowing was done in 124.88 lakh hectares during this period. Rice sowing has also increased by 58%, reaching 13.22 lakh hectares.</p>

<h2 class="wp-block-heading">Yamunotri Highway Closed in Several Places, Char Dham Yatra Suspended for 24 Hours</h2>



<p>Heavy rainfall has closed several routes, including the Yamunotri Highway, stranding pilgrims. Over 1000 pilgrims are stranded in the Jankichatti, Phoolchatti, Kharsali, Rana Chatti, and Syana Chatti areas on the way to Yamunotri Dham. Considering the heavy rainfall alert, the Char Dham Yatra was suspended for the next 24 hours on Sunday. Instructions have been given to stop pilgrims in Haridwar, Rishikesh, Srinagar, Rudraprayag, and Sonprayag.</p>



<h2 class="wp-block-heading">Several Labourers Missing After Cloudburst</h2>



<p>Eight to ten labourers working on a hotel construction site near Silaiband between Paligaad Ojri Dabarkot on the Yamunotri Highway are reported missing after a cloudburst. The administration team and SDRF have launched a rescue operation to search for the missing labourers.</p>

<p>Rain Alert: India has recorded 7% more rainfall in June than usual due to the early arrival of the monsoon. This is the highest rainfall in the last four years. Rajasthan received 136% more rainfall than normal, while Madhya Pradesh recorded 42% above average rainfall.</p>

<p><strong>Russia Ukraine War:</strong> Russia launched its largest air attack on Ukraine overnight between Saturday and Sunday. Over 500 drones and missiles were fired at Ukraine. Ukrainian officials reported that the Russian Army launched 477 drones and 60 missiles at Ukraine overnight. A Ukrainian pilot was killed in the attack, and an American F-16 fighter jet (F16) was also destroyed. This is the third F-16 jet Ukraine has lost in this war, a significant blow to both Ukraine and the United States. The F-16 is a multi-role combat aircraft supplied by the US to Ukraine.</p>



<h2 class="wp-block-heading">Entire Ukraine Targeted</h2>



<p>The Ukrainian Air Force, via Telegram, stated that the F-16 pilot shot down seven air targets using onboard weapons before their aircraft was damaged and crashed while engaging a target.</p>



<p>Yurii Ihnat, the spokesperson for the Ukrainian Air Force, said that the attack involved drones and various types of missiles, targeting almost the entire country, including western regions. Poland&#8217;s air force reported on Sunday that they had to deploy aircraft to ensure airspace security in response to the Russian attack.</p>



<h2 class="wp-block-heading">Missiles Used in the Russian Attack</h2>



<p>Experts suggest that this level of military action could hinder peace talks. They noted that Russia used cruise, ballistic, and hypersonic missiles, along with false targets, to confuse Ukrainian defence systems.</p>



<h2 class="wp-block-heading">Support for Ukraine</h2>



<p>Ukraine continues to receive support from European countries. The Netherlands and Denmark provided Ukraine with its first batch of F-16 fighter jets, which are being operated with American training and technical support. One of the final two F-16 aircraft was reportedly sent to Ukraine from Volkel Airbase on 26 May 2025, but the loss of another aircraft further strains Ukraine&#8217;s air defence capabilities.</p>

<p>Railways has decided to add extra coaches to 46 pairs of trains in view of the increasing overcrowding on trains. This will provide passengers with more seats and better amenities. According to railway officials, coaches of various classes have been added to a total of 46 pairs of trains, including Bikaner-Delhi Sarai Rohilla-Bikaner, Delhi Sarai Rohilla-Udaipur City-Delhi Sarai, Bikaner-Dadar-Bikaner, Udaipur City-Jaipur-Udaipur City, Jaipur-Jodhpur-Jaipur, Ajmer-Amritsar-Ajmer, and Madar-Kolkata-Madar Express.</p>



<h2 class="wp-block-heading">Puri-Jodhpur to Operate on Altered Route</h2>



<p>Due to yard remodelling work at Sambalpur station of the East Coast Railway, two pairs of trains of the North Western Railway are being operated on a diverted route. According to railway officials, the Puri-Lalgarh and Puri-Jodhpur trains will operate via Sarla-Sambalpur City until 27 August, the Jodhpur-Puri train until 30 August, and the Lalgarh-Puri train until 31 August.</p>

<p>Three months have passed since the bus stand was removed from Narayan Singh Tiraha in Jaipur, the capital city, but no significant improvement has been seen in the area. Therefore, CCTV cameras will now be installed within a one-kilometre radius of the intersection. Cameras will also be installed for surveillance around the bus stands operating near the Rotary Circle of Transport Nagar and near Bajri Mandi. This work will be carried out by the DOIT.</p>



<p>According to JDA officials, the foot overbridge built at Narayan Singh Tiraha is planned to be shifted to India Gate, Pratap Nagar. After this, the intersection will be beautified, and encroachments along the roadside will be removed. Buses stopping here will be fined online.</p>



<p>The administration&#8217;s effort is to ensure that buses coming from and going to Delhi and Agra routes stop only in Transport Nagar, and passengers alight there. After that, the buses will go directly to Sindhi Camp. However, the practical situation is that buses are still stopping around Narayan Singh Tiraha, and passengers are alighting there.</p>



<h2 class="wp-block-heading">Amenities to be Improved</h2>



<p>The bus stand shifted to Transport Nagar lacks basic amenities. The Heritage Nagar Nigam will develop facilities for passengers there. High-mast lights will be installed to solve the problem of darkness at night. Also, permanent shade will be provided for protection from sun and rain. The temporary tents currently in place have been damaged.</p>

<p>From Prithviraj T-Point to Narayan Singh Tiraha, from Narayan Singh Tiraha to RBI Tiraha, from RBI to Prithviraj Marg T-Point, from Narayan Singh Tiraha to Trimurti Circle, and from Trimurti Circle to Narayan Singh Tiraha.</p>



<p>The bus stand has been shifted from the intersection to Transport Nagar, and the area has been declared a no-parking zone. Despite this, the movement of buses remains the same. Buses are being stopped on Tonk Road near the intersection.</p>

<p><strong>Puri Stampede:</strong> The Odisha state government has taken significant action following the stampede during the Puri Rath Yatra. The District Collector and SP have been transferred. Additionally, DCP Vishnu Pati and Commandant Ajay Padhi have been suspended for negligence of duty. The state government has also announced compensation for the families of the deceased. The Chief Minister announced financial assistance of ₹25 lakh for the next of kin of each deceased devotee.</p>



<h2 class="wp-block-heading">CM Orders Investigation</h2>



<p>The Chief Minister has ordered a detailed administrative inquiry under the supervision of the Development Commissioner. The order for the inquiry has been issued. Chanchal Rana has been appointed as the new District Collector, while Pinak Mishra has assumed charge as the new SP.</p>



<h2 class="wp-block-heading">Stampede in the Morning</h2>



<p>A stampede occurred on Sunday morning near the Gundicha Temple in the Saradhabali area of Puri due to a large crowd, resulting in the death of three devotees and injuries to 50 others. The deceased have been identified as Premakant Mohanty, Basanti Sahu, and Prabhati Das, all residents of Khurda district.</p>

We express our condolences to the families of the devotees who lost their lives in the stampede. We pray to Lord Jagannath to give them the strength to bear this grief.&#8221;</p>

<p>Former Chief Minister Naveen Patnaik termed the incident a result of the government&#8217;s &#8220;gross incompetence&#8221; and strongly criticised the failure in crowd management. He expressed his grief on the social media platform X, writing: &#8220;I express my deepest condolences to the families of the three devotees who lost their lives in the stampede at Saradhabali in Puri and pray to Lord Jagannath for the speedy recovery of the injured devotees.&#8221; Puri&#8217;s Gajapati Maharaj Divyasingh Deb also demanded an immediate investigation.</p>

<p><strong>Jagannath Rath Yatra Stampede:</strong> A tragic incident occurred during the Rath Yatra in Puri, Odisha. A stampede resulted in the death of three people, including two women, and injured 50 others. This incident happened near the Gundicha Temple as the three chariots carrying the deities of Lord Jagannath, Lord Balabhadra, and Devi Subhadra were passing by.</p>



<h2 class="wp-block-heading">Large Crowd Gathered for Darshan</h2>



<p>Around 4:30 am on Sunday, the sacred chariots were near the Gundicha Temple. A large crowd had gathered for darshan (viewing of the deities). As the chariots approached, the crowd surged, causing several people to fall and triggering a stampede. This stampede tragically claimed three lives.</p>

<p>According to the police, the deceased have been identified as Prabhati Das, Basanti Sahu, and 70-year-old Premkant Mohanty. All three were reportedly residents of Khurda district, Odisha, and had come to Puri for the Rath Yatra.</p>



<h2 class="wp-block-heading">Locals Claim Police Failed to Control the Crowd</h2>



<p>Locals have accused the administration and police of inadequate crowd control measures. Some of the injured are reportedly in serious condition.</p>

<p>The Delhi government has taken stringent measures to control rising air pollution in the capital. From 1 July 2025, petrol pumps will be prohibited from dispensing fuel to diesel vehicles older than 10 years and petrol vehicles older than 15 years. The primary objective of this decision is to improve Delhi&#8217;s air quality and reduce pollution levels.</p>



<h2 class="wp-block-heading">Reasons Behind the Decision</h2>



<p>According to the Commission for Air Quality Management (CAQM), old vehicles are responsible for 28% of PM 2.5 and 41% of SO2 pollution in Delhi. Vehicles with BS-4 engines emit five and a half times more pollution than those with BS-6 engines. Approximately 6.2 million vehicles in Delhi, including 4.1 million two-wheelers, fall under the ‘end-of-life’ (EOL) category. This measure aims to remove these vehicles from the roads.</p>



<h2 class="wp-block-heading">Enforcement Measures</h2>



<ul>
<li>Automatic Number Plate Recognition (ANPR) cameras have been installed at 498 petrol pumps in Delhi to identify older vehicles.</li>
</ul>



<ul>
<li>Petrol pump owners will face action for fueling these vehicles.</li>
</ul>



<ul>
<li>Joint teams from the traffic police, MCD, and the transport department will impound such vehicles from roads and petrol pumps starting 1 July.</li>
</ul>

<li>Vehicle owners will be given a chance to retrieve their vehicles after paying a fine, but repeated violations will lead to the vehicle being sent for scrapping.</li>
</ul>



<h2 class="wp-block-heading">NCR-Wide Implementation</h2>



<p>This rule will not be limited to Delhi. It will be implemented in Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar, and Sonipat from 1 November 2025. The remaining NCR districts will see this system implemented from 1 April 2026.</p>



<h2 class="wp-block-heading">Options for Vehicle Owners</h2>



<ul>
<li>Vehicle owners must contact authorised scrapping centres to scrap their old vehicles.</li>
</ul>



<ul>
<li>To drive vehicles outside Delhi-NCR, an NOC must be obtained from the transport department.</li>
</ul>



<ul>
<li>The establishment of scrapping centres and collection centres in states like Punjab will provide relief to vehicle owners.</li>
</ul>



<h2 class="wp-block-heading">Objections from Petrol Pump Dealers</h2>



<p>The Delhi Petrol Pump Dealers Association has objected to this rule. They argue that fuel is considered an essential commodity, and refusing to supply it could violate the Essential Commodities Act. Furthermore, they believe it could also impact law and order.</p>



<h2 class="wp-block-heading">Impact on Pollution</h2>



<p>The CAQM believes that removing older vehicles will improve Delhi&#8217;s air quality. However, some question whether action against only Delhi&#8217;s EOL vehicles will significantly reduce pollution, given that older vehicles also enter Delhi from outside the NCR.</p>


<p>To curb rising air pollution in Delhi, a ban will be imposed on diesel vehicles older than 10 years and petrol vehicles older than 15 years, effective July 1st.</p>

<p>The Archaeological Survey of India (ASI) has unearthed remnants of a civilisation dating back to 3500-1000 BCE in Bahj village, Dholpur district, Rajasthan. A 23-metre deep ancient river system (palaeochannel) has also been discovered at the same site. Archaeological researchers are connecting this to the Saraswati River mentioned in the Rigveda.</p>



<p>It is claimed that this ancient water system may have been the foundation of a civilisation that flourished along the banks of the Saraswati River. Located fifty kilometres from Mathura, this site is a crucial link in understanding the cultural heritage of the Saraswati basin. Five months of excavation have yielded, besides statues of Hindu deities, ancient ornaments belonging to this civilisation.</p>



<p>At a depth of about 4 metres, a female skeleton and a large number of ancient silver and copper coins have also been found. Following information about the village&#8217;s association with the grandson of Lord Krishna, Vajranatha&#8217;s Kheda, located on the Govindan road, the ASI commenced excavation on 10 January last year. Research on the discovered remains is underway.</p>



<h2 class="wp-block-heading">A Hoard of Mahabharata-Era Pottery Discovered</h2>



<p>Bone tools, semi-precious stone beads and conch bangles, 15 sacrificial pits (yagna kunds), and statues of Shiva and Parvati have been found. These are estimated to be more than 1000 BCE. Seals with Brahmi script, sacrificial pits from the Mahajanapada period filled with sand and soil, and copper coins in small pots have also been unearthed. A treasure trove of pottery from the Mahabharata period has been discovered. Walls have been found beneath the mound.</p>



<p>Jain inscriptions mention Bahj village as Vajnagar. The mounds here are also referred to as Kankali Tila. The name Bahj is believed to be a tadbhava (popularly evolved form) of Vaj Nagari. A significant portion of the village&#8217;s ancient mound is being encroached upon by the expanding settlement. It lies on the Brij Chaurasi Kos Parikrama route.</p>

<p><strong>New Rules from 1 July 2024:</strong> Many rules, big and small, change every month. Several regulations are set to change from 1 July. New rules regarding instant ticket booking, PAN card applications, and credit card bill payments will come into effect from the first of July. These changes will directly impact the common person&#8217;s finances. Let&#8217;s understand what changes are coming into effect for ordinary citizens from 1 July.</p>



<h2 class="wp-block-heading">Instant Ticket Booking Rules</h2>



<p>From 1 July, the rules for instant ticket booking are changing. IRCTC (Indian Railway Catering and Tourism Corporation) has made complete preparations for this. According to CMI SK Thakur, OTP authentication will be required for instant tickets purchased through the IRCTC official website and mobile app. Your ticket will only be booked after you feed the OTP received on your mobile phone into the system.</p>



<h2 class="wp-block-heading">New Rules for Credit Card Bill Payments</h2>



<p>Some rules of public and private banks are going to change. In this regard, ICICI Bank has revised its service charges regarding charges levied on certain transactions. The bank has changed the terms and conditions associated with its credit cards.</p>



<h2 class="wp-block-heading">New Charges on Online Gaming and Wallets</h2>



<p>HDFC Bank has made changes to its credit card rules. According to the new rules, HDFC Bank will levy an additional charge of 1% if you spend more than ₹10,000 per month on gaming apps like Dream11, MPL, and Rummy Culture using your HDFC credit card. Similarly, a 1% charge will be levied if you load more than ₹10,000 in a month into third-party wallets (such as Paytm, Mobikwik, Freecharge, Ola Money).</p>



<h2 class="wp-block-heading">Charges on Utility Bills</h2>



<p>Banks are also going to charge for utility bills. An additional fee of 1% will be levied on HDFC credit card payments exceeding ₹50,000 per month for utility bills (electricity, water, gas, etc.). A 1% charge will also apply to fuel transactions exceeding ₹15,000.</p>



<h2 class="wp-block-heading">New Rules for Credit Card Bill Payments</h2>



<p>The Reserve Bank of India is implementing new rules related to credit cards from 1 July. According to the new rules, all credit card payments through the Bharat Bill Payment System (BBPS) will need to be revised. This order will affect major fintech platforms like PhonePe, CRED, BillDesk, and Infibeam Avenues. From 1 July, all credit card payments will be made through BBPS. So far, only eight banks have activated bill payments on BBPS.</p>



<h2 class="wp-block-heading">Charges on ATM Transactions</h2>



<p>ICICI Bank will charge its customers for withdrawing money from ATMs. Using another bank&#8217;s ATM more than three times will incur a charge of ₹23 for financial transactions and ₹8.5 for non-financial transactions.</p>



<h2 class="wp-block-heading"><strong>Aadhaar Now Mandatory for PAN Card Applications</strong></h2>



<p>If you do not have a PAN card and need to apply for one, an Aadhaar card will now be mandatory. The CBDT (Central Board of Direct Taxes) has stated that from 1 July 2025, an Aadhaar card will be required for new PAN cards. Those who have both PAN and Aadhaar cards must link them. Existing PAN card holders have until 31 December 2025 to link their Aadhaar without penalty.</p>
